The puff stitch (puff st) is worked as follows: Yo, insert hook into st, yo, pull up a loop (3 loops on hook). Repeat from * twice more in the same st (7 loops on hook). Yo, pull through all 7 loops. Ch 1 to close.
The cover is worked from the waist down in one piece, then the leg openings are finished.

With Color A, ch 54 (62). Join with sl st to form a ring, being careful not to twist.

Round 1: Ch 2 (counts as first hdc), hdc in each ch around. Join with sl st to top of ch-2. (54 [62] hdc)
Round 2: Ch 2, *fpdc around next st, bpdc around next st; repeat from * around. Join. (54 [62] stitches)
Round 3: Repeat Round 2.

Round 4: Ch 3 (counts as dc), dc in each st around. Join. (54 [62] dc)
Round 5: Ch 1, sc in same st, *skip 2 sts, puff st in next st, ch 1, skip 2 sts, sc in next st; repeat from * around, ending with a puff st in the last repeat. Join with sl st to first sc. (9 [10] puff sts)
Round 6: Ch 3, dc in each st and ch-1 space around. Join. (54 [62] dc)
Round 7: Repeat Round 5.
Round 8: Repeat Round 6.
Round 9: Repeat Round 5.
Round 10: Repeat Round 6.

Now you will work back and forth in rows to create the front and back panels.

Skip the center 0 (0) sts (the gap between front and back), join Color A with sl st to the next st after the front panel.

Row 1: Ch 1, sc in same st, sc in next 26 (30) sts. Turn. (27 [31]
